His explanation for if they ever make an 8th generation seems like a self fulfilling propechy. With Sun and Moon having a differently set up league, it wouldn't be a stretch to think they'd try something different in those future games as well. Also the stories have gotten more mature with the teams at least, but they kept it subtle enough. Team Plasma making you question the ethics of battling, Lysandre implied to have committed suicide or being buried alive. He could very well be right about his thoughts on an 8th generation, but not for the things he established.
