I missed the news, but going by the picture and being a Hawaii fag, Here's the introduced turtle we have in Hawaii. Immigrants from China brought them over in the plantation days for food. Now they just live in some of the rivers. They can extend there necks about as long as there body length and there noses function as a snorkel. The ones in the pets stores usually have their bodies completely buried with only the head sticking out. They'll extend their necks to strike and also to take a breath with their noses. Apparently they're endangered in their native range because China.

Also, the two species are the Wattle-Neck and Chinese soft shell turtle.
That's the cool thing about Pokemon. They take their inspirations from real life animals, and then give them a more cartoony look.
Pretty much every Pokemon is based on something, whether an animal or even an inanimate object.
Take Gardevoir for example, whose design is actually based on a talisman (related pic).

It looks way more like a mata-mata, going by the shell structure and head shape. Mata-matas also have those snorkel noses.
