Are you using pkhex? I looked up location setting myself and the menu seems pretty straightforward.
Just set game to FR or LG and then location to poke transfer.

the issue with that is that pkhex can't help you with legality check in older gens. So if it doesn't go through because you are missing something obscure like a memory setting, it doesn't tell you what is wrong and you have to guess a bunch.
