It's the lighting and shaders, not texture.

Game Freak's end goal is to have the games look just like the official art in motion. Of course, that doesn't work out well on the shitty 3DS hardware, but they try with the sorts of shaders used to have that sort of feeling.

Personally, I like this stylized look way more.

Oh, and mainline does have some sense of "texture" still. Boot up XY and look at Klefki, or Quagsire.
