Togepi evolves by high friendship.

Even so, Togetic's level-up moveset is not so good. I don't think that you are able to obtain a Shiny Stone to further evolve it into Togekiss until after the Elite 4. Whether you should keep it in your party until then entirely depends on its ability. Is its ability Hustle or Serene Grace?
