What is the point of having Gyms? Who pay for them? Why does

Pokemon exists in some kind of ultra-welfare state utopia and Pokemon battling is clearly the most popular sport in the world. So it's not surprising that the state pours shitloads of money into the Pokemon training experience. Besides, Pokemon are such ridiculously powerful resources that it makes sense for the government to invest in the people capable of establishing the strongest possible bonds with Pokemon as an indirect form of R&D.

You could also argue a more civilian bent to it, where the gyms are closer to public schools/universities developing talent who can use pokemon for the good of the region or study pokemon to develop and expand on human technology.

None of this is verified, but it's the only explanation I have:

Gyms are like different school grades of Pokemon education. The trainer enters their first Gym, and it's a "Kindergarden" level. Then their second, and it's "Fifth Grade." This keeps going all the way up to the final Gym, which is like a Highschool deploma. Then, when you go and take on the Elite 4, it's like College. The final Champeon battle merely symbolizes the competition one would face in a job setting.

You see, I believe Pokemon Trainers who battle do so initially as a way to teach them how to use their Pokemon for whatever respective thing they're doing in the future with these Pokemon. When they continue to use Pokemon for fighting and challenge higher level trainers, it becomes like modern Sports. Elite trainers who fight near lvl 100 are like the "American Football" and "European Futbol" of their world. Fighting is purely entertaining. That explains where they get money, because people are entertained by televised battles.

But what about those who don't battle with their Pokemon? I believe they'll later use their Pokemon like teammates to do their respective jobs. Scientists use Magneton to charge their computers, etc etc. Construction uses Machamp and other Pokemon to dig up and lay down foundation and erect buildings. Some use them for entertainment.

The Pokemon world relies on Pokemon as a source of economic stability and entertainment. Economically, they're invaluable.

But wouldn't that result in massive poverty for trainers? I wouldn't even know what to call an economical system comprised of "If you lose, you give up half of your money to the government. If you have 2 pokedollars, you're left with 1. If you have 2mil pokedollars, you're left with 1mil.

It's gotta be immensely stressful.
