I'd say it's unlikely considering that a skull grunt has been shown using a basic Zubat. I think that's a shame, if GF's going to keep the same generic villain pokemon then the least they could do is snazz things up a bit.

Zubat is one of my favorite Pokemon
It was also my first ever shiny Pokemon

Crobat was icing on the cake for me. It's still a very useful Pokemon. Earliest I ever managed to get one was 25 and I wasn't even trying for it.

Poison needs more love badly though, but not quite as much as electric and ice.

A common strategy lots of quickly reproducing, exceptionally common Pokemon seem to have is the "minimum resource investment" when it comes to their 1st stage evolution/children and Zubat are a good example of this.
Investing resources in your offspring is always a risky endeavor because if they get eaten or die premature you've just wasted all these resources and compromised your own survival at the same time.

Zubat doesn't have any eye or nostrils and the only sensory organ it possess is an incredibly sophisticated echolocation system that allows it to "see" the world around it.
This is ALL Zubat needs to initially survive, using it's echolocation for finding: food, shelter and defending itself.

The older and more mature a Zubat becomes however the more it can personally justify investing more resources into it's development: involving into Golbats n' Crobats and developing more complicated and powerful defenses and abilities so it can go after larger prey items and defend itself more effectively.

So there ya go; something to think about.

Crobat CAN perch and land, Anon!

Crobat has a small pair of stubby little feet at the bottom of it's body that solely exists to allow it to perch and clamp tightly onto surfaces when it needs to rest.

This obviously makes Crobat exceptionally clumsy when it's trying to move on the ground and I seriously doubt it can even walk, but Crobat has FOUR wings which allow it to hover and fly more dynamically. The pokedex even says it can fly for great distances by switching which wing set it uses as the "dominant" one to fly for extended periods of time.

Crobats actually have a lot in common with real world Albatrosses as weird as a comparison as that is to make.
