Up to what generation of games can be emulated? Is there a readily available 3ds emulator that can run X/Y? Because most of the stuff I'm finding is obvious malware and unreliable-looking shit.

Gen 5 on PC, Gen 6 on homebrew/flashcarts

There are 3DS emulators, but they're in early alpha.
I am emulating GtI at 1 frame per second right now.
Citra is the only one showing promise.

How is citra? Tried it in the past but couldn't get it to work properly.

It is not in a state where you could actually play a game other than Picross and get the full enjoyment out of it. It shows promise for the FUTURE.

Apparently some of the forks of it can handle commercial games at decent speeds, but I've yet to see one in action.

You must use the chinese one from here: http://tieba.baidu.com/f?kw=citra&ie=utf-8
The baidu version can emulate ORAS to completion but not XY.
Speed depends entirely on your CPU. Mine can get 40 FPS+
