I love Team Skull. It actually feels like they have a part to play in the tegion's infrastructure. They've been adding so much lore to the new mons and Alola forms. The fact that they're just a street gang makes them so much more believable as not only an evil team, but also as a core part of the region and its development. These guys have so much personality and they actually bother to interact with their environment, by fucking around and blocking shit off with their barriers. They feel "real," I guess.

Rocket was well-grounded because it was the Yakuza and fit well with the setting of the urban Tokyo Bay Area that Kanto delivered. The others are just trash that really wouldn't exist in a plausible setting, given their unrealistic actions and overly-complex but still bland evil plans.

If you look at the drawn map, Alola seems pretty urbanised. While many of its routes are probably hidden under treetops or on the other side of the islands, it's still noticeable how much of the islands seems to be cities/towns.

Plasma is the most well rounded team IMO. Their goal made sense in the very context of the Pokemon setting and wasn't the over the top unrealistic goals of the other teams, but still grand in a way that gave you tension.

This is what I think evil teams need to be, regardless of simplistic or grand goals: A plot that coincides with the themes and settings of Pokemon. Any other setting can have a group that simply aims to destroy the world or become a God.

Can anyone guess what Guzma's signature Pokemon will be? There are actually quite a number, from a Dusknoir to an Alolan Weezing, or some new Gen 7 Pokemon designed after a skeleton.

Really late, but the reason why over the top teams don't work well in Pokemon when done too often is because Pokemon maintains a lot of verisimilitude to real life. People still go to school, go to work, play sports, etc., the only difference is that pokemon exist, and furthermore, pokemon are considered mundane.

Have an over-the-top villain in, say, Kamen Rider or The Justice League or Digimon, where super-powered beings aren't considered mundane, and it makes more sense how someone could go mad with power and try to take over/destroy the world.

For all its flaws, ORAS made Team Aqua and Magma a lot more engaging. Still pushovers, but they had a lot more character and better designs, along with slightly less retarded plans.
