There's nothing to be upset over. If anything, the incredibly relaxed explanation of a surfer being a surfer because he is totally chill is prefect. The weird part is that raichu is a stone evolution, which are supposed to be extremely rare in the wild, so the vast majority of Pikachu never get a chance to evolve, making this new form irrelevant to whether they can survive and reproduce or not. Raichu getting a new form while Pikachu stays the same doesn't make sense for literal evolution as in a species naturally adapting to selection factors.
If I had any faith in Game Freak being logical, I would speculate it's not a result of natural selection at all, perhaps it's not even a genetic trait of the native Alolan Pikachu population, but some magical property of the region that makes all Pikachu in Alola evolve to a different form of Raichu regardless of ancestry.
