Well with the remake games part of the fun for me is using Pokémon that were introduced after the original in my team. I used a few Unova Pokémon in my Omega Ruby playthrough.
As for your friend they're at Victory Road, they can use whatever Pokémon they want at that point. If they want to use level 100 legendaries then they're going to have fun, it's not like they would have been using them the entire game.
