So if Pyukumuku is OHKO'd, it would work almost like a destiny bond against Pokémon with similar HP. If it ends up having a strong evolution I see it being pretty useful in competitive.

It doesn't even need an evo. You can use it to freely remove one of your opponents strong attackers, or pressure them into playing very very carefully.
It also has potential as a reliable entry hazard setter or rain dancer.
