Fairies can't counter effectively because of:

and if your into that sort of thing hone claw if you can manage it raises accuracy for both. You can even use u-turn pretty well due to it's high speed.
The only thing holding it back is what they decide to do with it's base stats.

Original meowth has technician too and is shit tier.

Pikachu doesn't learn psychic attacks normally but maybe he will. With that said psychic isn't a attacking or defensive type. Sad but maybe he'll get psyshock and pull a semi mixed attacker deal? Very neat but not sure if good.
