It is of mostly general consensus that Baby Pokemon's only goals are cuteness and filling up Pokédex pages.
In an effort to make them somewhat useful, should baby Pokemon get something that their evolutionary lines doesn't?
It has already started in Generation 6, where if you catch a baby Pokemon in the wild, it has 3 guaranteed perfect IVs, but should GameFreak do more?
Should Baby Pokémon have the ability to learn exclusive Level-Up/TM/Move Tutor Moves that cannot be learned by their evolutions? It could mix up the different Movesets of Pokémon as well as give baby Pokemon a use.
Or maybe something else?

Baby pokemon cards had like, a 30% chance of making attacks fail way back when. Maybe instate a similar failure chance on attacks directed at them in-game? But make it in-game only, like Amie. Unless we are going to go out and buff every 1st stage, this shouldn't touch competitive.
Let them join their parents in battle a la mega Kangaskhan

Eviolite Curse Munchlax that has a 30% chance of avoiding all attacks seems terrifying though.
but if it's only for baby Pokemon and not all 1st stages, I don't think it would be TOO broken.
