My headcanon is that it's a major taboo, and is mostly illegal, just like real bestiality. However, law-makers do realize that some Pokemon are sentient to give consent, and that some are humanoid enough for it to not feel like traditional bestiality. But nobody wants to modify the laws because it would make the public throw a fit.

So basically, fucking your Skitty is wrong to both the general public and the law, but fucking your Gardevoir is fine as long as you aren't causing her any distress (raping her), and aren't very open about it.

Since most pokemon have shown sentience similar or on par or even surpassing that of humans, there probably are laws that go by the Harkness law which consists of three laws/criteria:
1. The creature must be sentient like on par with a human
2. The creature must be able to communicate with a form of advanced sounds aka languages
3. The creature must be at the an age of consent and be sexually mature from a biological point of view.

The only pokemon I can think off that fall in all these criteria are Psychic types or most pokemon in the Human-like Egg group. Both have humanoidal pokemon, can possible learn human speech (especially Psychic mons) and the sexual maturity comes naturally.

So really, fucking an Arcanine or a Galceon would fall under bestiality, but fucking a Gardevoir or a Alakazam would fall under xenophillia.

In the JP version of DPPT, the Sinnoh Myths heavily imply that at one point Bestiality was not only acceptable in the Pokemon world, but so was marrying Pokemon. In English version censored this down to "Pokemon and People used to dine together", but even my teen mind made the connection there that it was probably a familial unit.

Then some asshat with a sword went around killing Pokemon and nobody does that anymore. It's not said that it's illegal, but that Pokemon now have a longstanding mistrust of people that makes it far less common. The average trainer who catches a Pokemon with intent to fuck them is not the same trainer who will be able to get consent out of them.

It's certainly not complete anarchism. There's structure but the rules could change with one mad person's wish. It's like on the constant verge of anarchism but there aren't many bad people who want to change things. People are happy with the state of the world and very rarely are there people who want to abuse the non-system.
And when it comes to existing names and systems... this is what makes the world complex. These things are in place but as stated, anyone could take them out and install new systems. When it comes to the League and Gym Leaders, these aren't funded by the state or anything, these have been built by the people who want them, copied over to other regions, and people are simply happy with it.
