Water types hunting on land would put them at risk of grass types that are likely common on land. Those grass types also threaten rock types and ground types. The water types also threaten the rock and ground types. I'd assume grass, water, and possibly ground/rock, are the most dominant, or at the very least the most common types. Maybe Cubone/Marowak were in the mountainous areas, threatened most by grass, and adapting to the heat.
