They were a cult following Cyrus because he promised to create a perfect world (although most of them joined without really understanding what he meant by that). He was literally planning to remake the world into a cold and logical world without emotions, because he himself was that way and saw it as ideal.

He wanted to wipe out the ugly parts of humanity. The irony being that the only people he could get to go along with his crazy idea were the same kind of people he was trying to get rid of. None of the people he actually wanted to recruit wanted anything to do with Team Flare.
