You can boost your Speed under Taunt, hit quite a bit harder on the Dragon Side, and have an excellent coverage move to boop Azumarill, Unaware Clefable, and more. Brick Break is an alternative if you need to hit Heatran and Tyranitar.
EVs are odd, but have purpose. Adamant is obviously need to make up for the low damage of Flame Charge. 228 Speed is enough to outrun Mega Alakazam at +1 and nuetral-nature Kyurem-Black.16 HP reduces pebbles damage, and the rest helps out with those pesky priority plutzes.

Standard sweeper set. Earthquake is an option over roost, but it means if somebody happens like you get whirlwinded into this on rocks, you're fucked, and it generally hurts the longevity it has.
Charizard-Mega-X @ Charizardite X
Ability: Blaze
EVs: 248 HP / 24 Def / 124 SpD / 112 Spe
Impish Nature
- Flare Blitz

- Will-O-Wisp

And this is the bulky wisp set. Speed evs beat standard tank chomp to wisp it first, and Jolly base 70s. Sp def lets it narrowly live 2 focus blasts from timid char y, rest was dumped into def with a positive nature. I guess if you want then you can run a lot more speed to beat timid heatran and KO it with earthquake. The general idea is that you spread burns around to let you tank physical hits and wear down the opponent, and can still take on special threats like Thundurus. This set beats things like Azumarill and defensive lando t 1v1, so it can be very surprising.
