But the entire point of Wally's arc is that he did almost everything in his power to be a better trainer. Red just kept on training so he has higher levels, but Wally hatched eggs, built teams, uses strategy's etc. so it's safe to say he's better.

If this was the anime Red would definitely be better through the power of friendship, but the anime and games are two very different things

It's his position not mine. In-Universe levels are representative of trainer strength regardless of whether it's a difficult fight for you or not. I would say Wally, Barry and Iris are all within the same "experience" range while Red is slightly above them. Wally clearly has the highest quality team, which I think actually means something in-universe due to how he's described and talked about.
