I don't know if it's a "should" thing, but I got super pissed when I got the TM for Dazzling Gleam and found out Dedenne can't learn it.

It's not like I'm asking for Moonblast or something, goddamn. being stuck with only Play Rough for fairy STAB is fucking ridiculous

If it learns it, the HM will work in the field, period. I think it's kind of dumb too but if you think of Fly as more of a carrying thing it makes a little more sense.

I Deffinitly get that, but it just erks me. Tism I guess. 2 of my favorite mons are Scyther and Ledian, both of which have wings and 1 of which has its sprite/3d model IN FLIGHT. Neither of which learns Fly.

Pokemon learn moves that make sense given the concepts they are designed to convey. They get Move tutor moves TMs and stuff for "competitive balance" (within reason), but what they learn is all part of the concepts and you've gotta be strict with that shit or else you contradict the point of the series.

It already gets flame wheel as an egg move and can learn ice beam and shit through TM. Already mentioned that it gets fang moves.

Yeah that'd be pretty cool if gamefreak actually operated by these rules but they don't and you're just pulling it out of your ass. I'd love pokemon to have far more narrow movesets but that's not the case and gamefreak makes tons of stupid decisions regarding them.

Dedenne can't learn Moonblast or Dazzling Gleam.

Heliolisk can't learn Solarbeam (at least they gave it Hyper Voice).

Snorlax can't learn Slack Off.

Almost nothing gets Body Slam or Double Edge because it was a gen 1 TM and a gen 3 move tutor.
