Why would a puppy turn into a tiger? Growlithe is explicitly a puppy Pokémon. There's no reason for it to turn from puppy to tiger.

Arcanine is a shisa, which is commonly depicted as a lion/dog fusion. However, Growlithe is clearly just a dog and the lion-like elements of Arcanine are toned down. It's thus safe to assume it's not a feline, but a canine. As in, you know, ArCANINE.

We didn't get a proper lion until Gen VI. Hopefully we get a proper tiger soon too.
