How B/W Kyurem works is they store the Reshiram or Zekrom in a special place on the cartridge so you can get that exact Zekrom or Reshiram back when you unfuse it. It would cause some problems like deleting other fused pokemon if you were able to trade it or transfer it through bank so that's why it always needs to unfused before doing so.
