Most people think Game Freak hates Raichu because
1) They don't want Pikachu to even have the option to evolve (even if it's only by Thunderstone) and instead remain cute and tiny forever
2) Now, Pikachu can't have a Mega Evolution
3) Raichu is pretty ignored outside, and even inside, the game.
