Anyway, that image you posted is absolutely some concept sketches for a preliminary design idea.
I've posted this a couple times before, but I personally feel that given the concept behind this design is based on villainous wrestler Black Tiger, it would be stupid to use it as a starter's final stage when you could have Tiger Mask and Black Tiger version exclusives.
People here won't understand this, but pro wrestling is huge in Japan and those Tiger Mask and Black Tiger characters are national institutions. It's unlikely that they'd squander such a huge idea on a starter that's going to be merchandise anyway when they can have another big money Pokemon further down the 'dex.

It's a really cool and clever design, though, and if it ends up in the game I'm absolutely using it.

Popplio began as mostly dark blue with its snout white and Poppmaid here looks entirely white here apart from its dress-like part in its tail and even its tail is coming off from said dress as a white tail. The shape kind of remained, but it's weird how Popplio's proportions completely reversed (from having a chest to having none and from having a thin tail to a more thicker tail). At least the nose stayed, but even that shrunk in size.

The Poison Mist is an infamous move invented to make the Japanese wrestler "The Great Muta" seem extra foreign and it's a big deal, still used to this day. It blinds the opponent and sets them up for a finishing move.

The design is referencing villainous/heel wrestlers. They use a variety of moves and, if it is real, its learnset will elude to that. It'll have things referencing low blows, and whatever else. The poison mist is one of the most famous heel tactics and it operates a certain way. Having it be ember would not reference the actual thing it's meant to reference and would therefore be bad design.
The moves are supposed to properly communicate the villainous traits the design is meant to convey.

That picture actually proves that the faker copied the confidental stamp from the trailer onto this set of fakes. No self-respecting professional company would reuse the exact same confidental stamp over and over.

You can just as easily argue that Red's team is based on "gift" Pokemon he gets during the game, he has all starters to not make one canon over the other, on top of that Pikachu is the mascot of the series so it makes sense the very first protag would have the face of the series.

This is backed up by Blue's team being his RGB team in GSC, just without the starter and using the pokes that fill their role, to play up the whole not making any starter canon thing.
