Mega Stones and Key Stones are linked specifically to Kalos. They appear in Hoenn and Kalos only and I'm pretty sure they only appear in Hoenn because of Steven's work with Sycamore. There's no proof of Key Stones and Mega Stones being found outside of Kalos. The stones can easily be imported and exported at a high price among traders.
