It's a really clever design touch that essentially makes it clear that his physical strength stems from his mind and his psychic abilities. They probably added it just to drive home the idea of Mewtwo being the strongest Psychic type Pokemon.

It's a design detail to help convey the point of the Pokemon/its design like every detail in every Pokemon.
As with Mew being based on a disproven evolution theory, Mewtwo is a genetically engineered supersoldier version of Mew. When you see clones in media, they have tubes in them.. That's pretty much it.
