Easily the most interesting characters in the show. James was a spoiled rich kid whos parents always ignored him. Jessie was as close to homeless as you can get for most of her life. So was Meowth, who is also a hopeless romantic and a self-made man. I would honestly watch a show about the character development of the TR trio but I know how the pokemon series hates character development.

Also I'd like to point out that those three also saved the world when Team Plasma tried to mind control Reshiram. Giovanni even praised them for it in person.

My personal head canon is that Giovanni formed the underground organization Team Rocket to create a way for contentious objectors to dodge the draft for the Pokemon War which apparently only Lt Surge survived. Rather than being ripped from his kid (Silver) and forced to give his life for a cause he didn't believe in, Giovanni created a way for others to "rise above" and survive together. I'm not saying their altruists, but Team Rocket definitely isn't pure evil. Selfish, cowardly, distrustful to some degree, sure. Not evil.
