Effects of attacks aren't damage. The effects are whatever it says in the description of the atttack.

Status effects such as "your opponent cannot evolve their pokemon", "your opponent cannot play item cards next turn", "this Pokemon cannot be damaged by your opponent's basic Pokemon next turn", or "your Pokemon cannot use X attack next turn" are all things that you really want to clear. It let's you abuse powerful effects multiple times or lets you clear your opponent's effects.

Even in the games this would be amazing since you know things like taunt and knock off exist.

Yes, it's several cards in the game. Including a pretty popular strategy in expanded with Archeops

They're generally not very relevant cards because evolution lines suck and barely anyone plays them.

However, if your deck doesn't have an inherent way to get past this and Glaceon EX(the second attack, but with non-basic Pokemon) , you probably want Pokemon Ranger in your deck.

Also, it doesn't heal anything.
