I think it was maybe gen 3 when Joe had insider info he didn't want to reveal too early. He usually gets leaks like that, but I've heard that in gen 5 he was too hasty and got in trouble with Nintendo. He's been pretty much "only official all the time" ever since, at least until the game is in hand.
