It's always this same mistake. I think it's pretty clear by now that all the Pokémon types can be purely "elemental" too, even the ones that supposedly describe what a creature "is", like Dragon, Bug, Ghost and Fairy. See: Oricorio. It is a Ghost element creature without literally being a ghost itself.
