It was actually a sound strategy literally built around Shota knowing how hyper offensive Ash's Pokemon was. It would be like Ash sending out Goodra against Clemont. One drawback of it is that it was practically a one time use only as Ash's other Pokemon can clean it up nicely even with it using Slack Off.

Stalling isn't actually cheap but a tactic that has been both utilized by Ash and Shota.
