What's the point of Bug type?
Every other type has some kind of niche, even if it isn't properly balance, but Bug just seems to be designed specifically to be worthless.
Bug type has been fine since Heracross showed up
Game freak really does try to cripple them unnecessarily though, especially by making them weak to Fairy for absolutely no reason

Don't you mean Ice? There are quite a few very good Bug types (Scizor), but absolutely no good Ice type.

It's actually pretty decent. Two really useful resistances offset by two pretty vital weaknesses.

there was a time in gen 5 when I had the number 1 ranked mono type OU team on pokemon online for a while and it was mono bug. It's actually pretty good because of their movesets and abilities. Volbeat with prankster, encore, t wave, tail glow, and baton pass was an underrated lead and yanmega in conjunction with that will sweep a team no problem

It was my understanding that the whole point of bug types is that they evolve extremely early compared to other types (usually before level 15 for the regional ones), so they are useful for early game.

Bug catching is what inspired Pokemon, so they probably feel they have to include bugs that tap into Japanese summer nostalgia.

Bugs were originally meant to defeat psychic types alongside ghosts. However, when the time came to make psychic types weaker, GF decided it was better to make up a new type called "dark" than to buff bugs against psychic. This led to the downward spiral that has led to today.
This is not unlike how when the time came to slow down the power of dragons, they made up a new type called "fairy" instead of working with the Ice they already had.
In short, GF would rather make up new shit than work with what they already have. This leads to shit being neglected.

It seems pretty evident that GF doesn't balance every pokemon around the fully-trained min-maxed competitive metagame. It's a game originally designed for kids, so providing interesting and varied options for the purposes of playing through the game itself is important to that end. Obviously they've noticed and supported the competitive scene at least to some extent, but that is not the only thing they have to worry about.
Even ignoring all of that, a Bug type is thematically probably one of the easiest things to design for. Why would you ignore something so easy to generate ideas for?
