There could be multiple per island and stop only 4 islands. I assumed the South Island(s) simply meant the bottom right one on the region map.

If all the types are on these islands, I don't well see how. The only rope bridge I saw was on not-Kauai (the westernmost island). That place has little to do with Water whatsoever.
