Looking at the two, the "better water" is the water you can actually see through, on the right. The left is not only ugly as fuck but also hard to see through.

Obviously no filter is better, since the Game Boy isn't a CRT.
Regarding colors, it's a tossup. Game Boy colors are better for lighter palettes, but real colors are better for darker palettes, like I can't look at the Crystal title screen with Game Boy colors and say "this looks good." Overall I prefer real.
