The kids in the class in that trailer's world. What they did is they took a set and decorated it like a classroom. It's common to display the kids' names in a classroom.
They are trainers. They are confirmed to have Pokemon as well as type specialties.

It does imply gym leaders are pointless as they basically accomplish the same goal. Hell, the "gym" in the concept art could be a place where you find the Kahuna or a Captain.
