Flying has to do with wings or air-using appendages, not Fly (move). None of the Bug/Flying Pokemon can learn Fly, while Volcarona and Genesect can.

I know it sounds autistic, but it is what it is. Flying means wings or wing-ish things, not the capacity to fly. Delibird can't fly, and even Doduo has tiny wings, and that is enough to make them Flying types.
