What's the confusion? Vulpix and Sandshrews found in Alola are ice and ice/steel. Why would they change? It's species variation. It's so fucking obviously species variation. The whole thing with Darwin was animals varying on different islands, and that one bird with the dances shows that they're going for that idea.
