The real question is why the fuck are Riolu and Togepi babies.

Actually, I can kind of understand Togepi's case. It was first shown in the anime as a newborn mon, and became well-known as a literal baby, so it'd probably be weird as fuck if it could canonically breed in the games.

But why Riolu? There's absolutely nothing special about it or Lucario.
