If you want Zoroark to have sludge bomb it MUST have the correct data, which can be found here

But you would also have to go find the hidden ID. I don't know where that is.

The faster option would just be to get rid of sludgebomb though.

Also, if Zoroark wasn't the problem, it's most likely an issue with the Trainer ID, the ball you put them in (pokeball is always the safest bet) or the location you met them at. You have to be sure the location reads as somewhere they could actually come from.

Move wise though, I don't see anything out of the ordinary.
