Modifying individual values is an atrocity that only benefits those not willing to put into the effort of obtaining legitimate, competitive Pokemon. For what purpose is this other than to appeal to the Lowest Common Denominator, while humiliating the true fans of this franchise by practically stating to them publicly their hundreds of hours of obtaining IV competitive Pokemon were meaningless?

I cannot believe I spent years perfecting the craft of competitive IV attainment, supporting a video game development studio with fervent devotion, only to have my loyalty ridiculed by the very studio I believed was above listening to the pathetic masses unworthy of their attention.

Does anyone have a Ditto or a male Lopunny/Buneary with good IVs? Willing to trade a Mesprit in return, or more Vulpix' with drought. I have a mama with all the egg moves, the ability, and the nature I want, now I just need to give her a reliable father willing to pass down good IVs.

Trying to catch all nature ditto's, so far i've found every one but a modest Ditto, it's no where to be found, also Ditto is a pain in the ass to catch, I even have it transforming into a rattata to make the catch rate better and it still takes like 15 ultra balls.

you almost certainly want your Politoed to have Drizzle (its HA) so you want your female Wag/Whirl to have Swift Swim (from XY hordes or friend safari) and only keep offspring with Swift Swim

Either parent can pass egg moves, but you need to start the process with a male of a different species and a female of your desired egg
In this case Encore is a desirable move for Politoed, you need a male Dewgong or Walrein with Encore to breed with a female Poli
Once your offspring Poliwag have Encore you don't need the Dewgong/Walrein anymore
At a glance Encore is the only important egg move it has but you should look through its egg move list yourself to make sure

Swift Swim is Poliwag/Poliwhirl's hidden ability (HA)
Drizzle is Politoed's hidden ability

a Swift Swim Poliwhirl will ALWAYS evolve into a Drizzle Politoed
a Water Absorb or Damp Poliwhirl will NEVER evolve into a Drizzle Politoed

That's why you need to catch a female Poliwag or Poliwhirl specifically with Swift Swim (via horde or safari)
for HAs like Poliwag's Swift Swim (and thus Politoed's Drizzle) the only way for an egg to hatch with the HA is for offspring to inherit it from the mother

you'll never ever get it under normal circumstances with fishing

you can get Swift Swim Poliwhirl in the Pinwheel Forest hidden grotto, but that's a very slow process and very unlikely to produce a female (90% male for grotto Poliwhirls)

I highly recommend upgrading to Gen VI games, they improved breeding quite a bit and made good IVs and Hidden Abilities easier to obtain and breed with
I also recommend learning more about the mechanics before you waste your time on methods that won't ever give results

grottoes take a while to regenerate, it's a 1% chance for the pinwheel grotto to spawn a poliwhirl, and furthermore a 10% chance for a given poliwhirl to be female for breeding
you'd be playing bike simulator for hours periodically checking the grotto until you find the .1% female poliwhirl, and even then it'd have no guaranteed IVs
