You have to make a game that models "training" your pokemon, much like how an animal is trained. The concept is that pokemon don't just become stronger and more obidient just by battling.
So, how would you achive this? I don't think it is possible for a pokemon game to model "the quality of your training and your bond with it is what makes this pokemon strong" they insist on in the show and lore without recurring to cheap bars which you fill up with repetitive actions and can abuse easily.

Digimon tends to do training pretty well. Training is inherently just doing the same task again and again progressively doing more.
