In "The Evolution Solution" episode, the professor says that the Shellder latches on so Slowbro can walk on its back legs, freeing up its front legs to use moves such as Mega Punch, also so Shellder can move around freely on land. Whatever the thing is on Slowbro's tail was saying "Shellder" in the anime, so maybe it is just an altered, land based Shellder
