Levels aren't the problem. The problem is that with the exception of the E4 and Champion, EVERY Trainer Pokémon has 0 IV's.

I wish there was a way to make the trainer pokemon more challenging.

There should be an option to import the best pokemon movesets onto each pokemon, So that they won't have 3 useless moves + 1 semi-decent move.

No they don't.
As of gen 5, they have IVs and EV distributions equivalent to lv% of the cap.
Still fairly low values, as the Elite 4 have 17-20 IVs in every stat and like 80 EVs.
Diantha has perfect 31s though and Im not sure but I think she has either 0 EVs or whatever 508/6 * .65 is
