The thing exists because Game Freak had no idea what evolution for Mareep to have,so they took the main colors of Pikachu,replaced the red cheeks with orbs,gave the thing a white belly,and added stripes around it's neck, the end of his tail and the top of his ears.

I know electro ball isn't the best with its speed stat, but a. thunder wave on level-up and b. 60 minimum isn't terrible for in-game, especially when you get an 80BP move at 40 for mid-game.
