Oshawatt and Snivy should've evolved ones since their personalities could've been kept near enough the same in the second stages. To be honest sometimes cute pokemon evolve out of nowhere. When AG first started did anyone honestly expect Torchic to evolve? Not only was it the typical cute pokemon a main girl gets like Togepi, Piplup, and Axew....but also May barely ever used it and it never competed in any contest until it evolved.

May's Combusken was a huge shock I remember. I fully expected Torchic to be her useless cute pokemon ala Togepi back then.

I didn't know anything was wrong.

I remember at the time though a lot of people expected her to get some kind of OVA or special set in Johto. Especially when HGSS were announced. I'm kinda surprised May and her rivals never got any real follow-up after AG ended. Contestshipping was incredibly popular in Japan too. And Harley is popular himself.

During the Wallace Cup when May said she kept losing to Drew/Harley and we saw them watching her performance I almost felt like that was a lead-in to a short set of specials of her in Johto (which as said would have made sense at the time since HGSS also came out), but it didn't happen.

The reset is necessary to have a fresh Ash. BW did it poorly, but it makes the most sense. Reminder that this show is intended for children who can still count their age with their fingers. An Ash that is fresh and a series that is minimal of past references is the best experience for a young anime watcher to jump in. Ideally, every series is self-contained, with references to the past non-critical to the plot for veteran viewers (I'm thinking on the lines of the Piplup reference in the aquarium episode).
