There's no way to incorporate Cut.
Strenght is passable as a STAB option even though there are better alternatives like Body Slam.
Rock Smash is only useful if you're in desperate need for Fighting coverage or if you have Technician.

Until Gen IV, Cut had the same accuracy and 15 more power than Tackle.

Tackle was 35/95.
Gen V onwards was 50/100

Surf and Waterfall are the only legitimate good moves considering all the HM. Strenght isn't bad, but is severly outclassed. Fly is awful in PvP; it can be useful ingame, but most of the time you're giving up Brave Bird or Acrobatics for it.

Cut is outright bad.

Cut had always been free Repel when grass was concerned. Up to Gen 3, anyways.

White was the first game where I just caught a Dwebble and gave him cut and strength for the first part of the game and everything beyond that was fine, except Fly because Sigilyph has no physical attack stats so I gave it to a Ducklett.
