Alright so should I teach my Carracosta surf or Ice beam? I would like to give it a wide range in moveset while also being useful in game. Heres his moveset so far

Shellshock
Stone edge
Waterfall
Surf/Ice beam

Ice Beam! You already have Surf as your Water move and contrary to popular belief Carracosta's special attack stat isn't bad at all and definitely is usable in game.
