Blissey's def and atk will be pretty awful. Might be able to stall some mons past the time limit as a defender but that will be it's only niche.
Tyranitar will be decent if it gets mud shot or something better. Rock and dark are pretty bad right now as attack types.

No the pokemon are already out there and set in stone (for a fixed time period for each pokemon). What you do is scan your location and then make for the pokemon nearby as quickly as you can. I'll do a scan and see a Meowth and Squirtle four or five blocks away, far enough that it isn't appearing on your nearby list but close enough that you can get there quickly if you know where it is.
