Is hold back the most obscure move? A pure copy of false swipe given only to some event pokemon. I'm aware moves like celebration exist, but they are at least somewhat memorable.

This move is an increased priority move. If a Pokémon affected by Powder attempts to use a Fire-type move during that turn, they take damage equal to 25% of their maximum HP and cannot execute the move (PP is still consumed).
Powder will damage the Pokémon even during heavy rain. If a Pokémon with Magic Guard affected by Powder attempts to use a Fire-type move, it will fail to execute the move but take no damage.

Yeah before it got a Mega Switcheroo sets were really the only way to run Lopunny. I know Sevipers always run it too, and I want to say the Fennekin line gets it as well. I find it memorable just because it manages to make Pokemon somewhat viable who wouldn't be otherwise.
