No, it's because Game Freak already gave everything they wanted to have an evolution one in Gen 4. They then added Eviolite so that people could use NFEs without completely gimping themselves.

If they wanted to give a Pokemon an evolution, they have done it then. Everything that they want to have an evolution already has one. Things like Mawile and Sableye were never going to get evolutions, as Game Freak feels that they're fine as standalones.

But honestly I wish GF would just do stat overhauls. It's a huge chore to just use Ledian in modern games because most Pokémon have actual fucking moves now. Pressing mega during every battle in-game would be tedious, too.

I suspect mega evolutions are replacing normal evolutions for two main reasons: 1) mega evolution is a flashy gimmick, and 2) everyone complained about all the out-of-gen evolutions in gen IV (even if mega evolution ruins someone's favourite Pokémon, it doesn't do it as "irreparably" as an actual evolution).

I suspect the first reason is far more responsible for the lack of out-of-gen evolutions.

I guarantee you they'll add a new cross-gen evo. Gen 5 was intentionally isolated and Gen 6 intentionally focused on the new evolution mechanic. Even then Sylveon counts as an indicator that CGE's won't end because they have a new way of doing it.
